AFD Group (Agence Française de Développement / Proparco) based in Johannesburg has a regional mandate, which covers in addition to South Africa: Namibia, Botswana, Zambia, Zimbabwe, Malawi and Lesotho. Proparco benefits from a broader mandate that includes Angola, Mozambique and Swaziland.

The actions of the AFD in South Africa are the result of a reflection on the Franco South African cooperation entered in the Framework Partnership Document signed between the two states in 2006 and defining a common strategy for development in this country until 2011. AFD implements various developmental components of the agreement on behalf of the French State in an intervention program: the Country Partnership Strategy for the 2008-2011 period.
Meanwhile, the AFD supports efforts for the South African economic integration and in particular the NEPAD initiative, through the financing of projects for development in the surrounding countries.
 
In support of this commitment to local and regional development the Agency in Johannesburg finance today more than thirty projects and multiplied its activities by four between 2004 and 2008 to cope with the need to finance projects for development in the region.
The team from the Johannesburg office has also grown to 20 people specialized in the financing of infrastructure projects, support to the productive sector, renewable energy, the fight against global warming and the protection of the environment.

"As we are about to send out our annual report for 2008, I wish to highlight how much our activity in South Africa and the sub region reflects the overall dynamics of the Agence Française de Développement.

 
As part of its mandate set by the French authorities the AFD has continued to play a counter-cyclical role in the face of the financial crisis by supporting growth and promoting, as in other emerging countries, the conditions for a sustainable development with regards to the global climate change issues without compromising the quality of its portfolio and its social and environmental commitments.
 
In 2008, the AFD in Johannesburg has undertaken, in South Africa as in other countries, the promotion of “knowledge creation” through the organisation of forums for dialogue on skills and policies in the development sector, in order to better contribute to the public debates within the framework of the French cooperation strategies for the region.
 
Even if the year 2009 is expected to be difficult, our existing and new partners can count on the strong sense of commitment and innovation of the French Development Agency."
