The AFD group's strategy (Agence Française de Développement and Proparco) in South Africa is in line with the Partnership Framework Document (PFD) signed in Paris on the 11th of September 2006 by the South African Deputy Minister of Finance and the French Co-operation Minister. AFD implements various developmental components of the agreement on behalf of the French State in an intervention program: the Country Partnership Strategy for the 2008-2011 period.  This strategy is based on 3 priorities: supporting the social and economic transition since the end of apartheid in 1994, encouraging economical growth, and combating  major global public issues in South Africa’s emergence process.

 
By developing essential services at municipal level and supporting municipalities in their efforts to catch up in terms of basic infrastructure (water infrastructure, sanitation, primary education and health).
 
By strengthening the supply of accessible housing in collaboration with financial institutions and actors of the governmental social housing area.
 
 
Provide financial support to black SMEs with bank intermediation and support the professional activities of “Historically Disadvantaged People".
 
Develop the professional training sector.
 
Financing major public infrastructure projects: energy, transport, communication.
 
 
Taking account of the major issues of global warming in financing the country's energy policy:
-         by promoting a better energy mix in the context of sustainable development
-         by considering all factors regarding energy efficiency in urban development
 
Participating in the management of naturally protected areas to conserve biodiversity
