| Despite a favourable institutional scheme for public-private partnerships (PPPs) in the South African water sector at a municipal level, they do come up against strong ideological opposition. This working document reviews four contracts signed with municipalities to date (Johannesburg, Lukhanji, Dolphin Coast, Nelspruit). It examines the original aspects of the South African free water policy and identifies potential niches for limited scope contracts with private operators. <Download> |  |
