| Against a background of opening borders, South Country enterprises must nowadays strengthen their competitiveness in order to face greater international competition. Many South Mediterranean, then Sub-Saharan countries, have implemented enterprise upgrading programmes over the past ten years to encourage companies to make tangible and intangible investments. These programmes, through competitive gains on a microeconomic level, will have an impact on growth and employment. This study presents three enterprise upgrading programmes in Tunisia, Morocco and Senegal in a macroeconomic, demographic and social context. While there may be similarities between the systems implemented, they do however vary enormously from one country to another in terms of the principles underlying the programmes, institutional architecture and incentives. <Download> | |
